Yemen today is facing, more than 8 years after the start of the conflict, a phase of fragmentation in which the conflict has moved from the top of the pyramid to the base of the pyramid, and at the level of small communities, the war environment has led to the spread of conflict at the level of small population centers, as this has contributed to the production of smaller conflicts for access to services or access to rights or those disputes related to issues that have not been resolved by the judiciary, or even those ongoing disputes over land, water and others.
All these conflicts burdened the social fabric in Yemen, as the conflict contributed to the dismantling of the social fabric, and societal disputes and conflicts increased the burden on the social fabric, making it move to further disintegration, a scene that burdened official institutions in solving disputes and judicating cases, which led to the accumulation of cases and disputes and the accumulation of cases of detainees and the delay in deciding their cases.
All this required the creation of informal working mechanisms that reduce the backlog of cases and detention in detention centers and serve as the first line of defense that works to resolve disputes by traditional methods using mediation, arbitration and negotiation carried out by influential people from the community to end disputes.
Within this framework, Promoting inclusive access to justice in Yemen (PIAJY) project came with the support of the Funded by the Government of Netherlands through- UNDP, Afaq Shababia Foundation implementing partner - worked on establishing voluntary community mediation committees in 6 districts in Aden Governorate to resolve the cases of detainees in detention centers in coordination with stakeholders using mediation and arbitration methods, to increase universal access to justice through formal and informal means.
